Strategic Plan Development
The City of Morden adopted a new Strategic Plan in March, 2025. The draft of this plan has been a collaborative process involving consultation with Councillors, local stakeholders, and residents. Over 450 residents and 40 organizations contributed input to the process, ensuring that the plan reflects the collective priorities of the community. Infrastructure Master Plan
Similar to our strategic plan, the Infrastructure Master Plan will guide our long-term decision-making, ensuring strategic investments that will benefit the city for years to come. We are currently at the RFP stage of this process.
Community Climate Action Plan – Adaptation Section
The Community Climate Action Plan – Adaptation Section will look to engage community members, stakeholders, and staff to determine Morden’s climate hazards and risk assessment. This will guide the development of a Community Adaptation Plan. The City of Morden is working with Urban Systems, a professional consulting firm, to develop a Community Climate Adaptation Plan for our city. Daycare Expansion Project
In order to support working families and employers, the City of Morden partnered with the Province of Manitoba to construct a new 104 space daycare facility operated by the Pembina Valley Childcare Centre. This facility opened in fall of 2024 and responds to the growing local demand for daycare services. To further support this project, the City of Morden is in collaboration with Assiniboine College to deliver a local Early Childhood Educator certification program which supports the licencing requirements of the facility for certified staffing.
Lakeside Cemetery
The new entrance sign has been completed. Concrete work has begun for columbarium pads, curbing for the ash scattering garden, and concrete runners for the Muslim Burial section. Plots for traditional, ash, scattering garden, green, and Muslim burials are now available through the Civic Centre office.
Fire Department Ladder Truck Acquisition
Public safety remains a top priority. Our investment in a new ladder truck for the Fire Department will enhance our emergency response capabilities and serve the community effectively for many years. The truck was expected to arrive in late July 2025. Unfortunately due to unforeseen delays outside our control, the truck is now expected to arrive mid October 2025.
Wastewater Treatment Plant and Lagoon Upgrade Construction
The City has an accepted offer to purchase 80 acres of land to the east of current lagoon site based on a feasibility study completed by Stantec through assistance rom MWSB for an aerated lagoon based wastewater treatment system with nutrient removal. The upgrade will include a treatment lagoon system with nutrient removal, operations building to house blowers, alum dosing and UV disinfection and a lab and office. MWSB has awarded the work for preliminary design and environment approval application to Stantec. It is expected that preliminary design completed in 2-3 months and EAP will be submitted to Province for license by September 2025.
Water Treatment Plant Upgrade
City received a grant funding from MWSB to renew some of the critical components such as distribution pumps, lime dosing pumps, chlorine dosing equipment, filter valves and actuators, flow meters and upgrade the SCADA system for the water treatment plant in 2024. The estimated project cost is about $300,000. Estimated completion by August 2025.
Morden Pembina River Water Supply
Preliminary design has been completed and the Environment Act Proposal prepared. Open house was held in December 2024. City is currently addressing the comments received during the open house and pursuing engagement with Swan Lake First Nation before filing the Environment Act Application.
WTP Standpipe Reconstruction
The construction of the standpipe is in progress and is expected to be completed by Dec 2025. The new standpipe capacity of 2.ll million liters and will replace the existing leaking standpipe (original capacity of 2.2 million liters). The new standpipe also includes a THM removal System to reduce the THM’s in the drinking water to comply with the drinking water quality requirements. The estimated project cost is 4.6 million dollars.
RD 14N Trunk Sewer Design
This project involves the design of a new trunk sewer along RD 14N starting from RD 30W to 1st Street to expand the wastewater collection infrastructure for the city, which is critical for future growth and development. Associated Engineering was engaged as consultant to design this project. Design is expected to be completed by September 2025.
New Industrial Park Servicing Project
This he work for the construction of water, sewer, roads and drainage is awarded to Horizon Earthworks. Water and sewer construction work is in progress with road and drainage works to follow. Estimated completion is by September 2025.
Sidewalk Improvements (Wardrop St, Parkhill Drive, Fairway Drive)
Our sidewalk improvement initiatives are enhancing walkability and safety across the city, particularly in key areas like Wardrop St, Parkhill Drive, and Fairway Drive.
Pathways by Dublin and Cemetery
These newly created pathways provide better access to key locations like the new school École Discovery Trails and Lakeside Cemetery, ensuring our community remains accessible for all residents.
Industrial Park Development
As part of our commitment to fostering economic growth, we are continuing to expand and develop our industrial park, providing businesses with the infrastructure needed to thrive in Morden.
Land Use & Infrastructure for the Next Generation
The City of Morden has launched three major planning initiatives in 2025 — a 20-year Secondary Plan , a comprehensive Infrastructure Master Plan and a Climate Action Plan — to guide how our city grows, builds, and thrives. These plans will work together to ensure our land use, housing, transportation, and infrastructure investments create a vibrant, sustainable, and resilient community for everyone.

What Are These Plans?
- Secondary Plan:
A long-term land use strategy for the Central Business District (Downtown Core & Thornhill Street) and undeveloped lands within Morden’s urban boundary. It sets the vision, goals, and policies for housing, commerce, parks, and future growth. - Infrastructure Master Plan:
A blueprint for investing in roads, water, wastewater, storm drainage, and community services over the next 15–20 years. It ensures our infrastructure supports growth, quality of life, and climate resilience. - Climate Action Plan: Will help Morden understand how climate hazards affect our city, our services, and our daily lives and what risks they create. In addition, the plan will identify actions to reduce risks to our infrastructure, business, homes, and essential services.
Why Are They Important?
- Morden’s steady growth and changing needs require coordinated land use and infrastructure planning to support the future growth and adapt to climate changes.
